Thiruvananthapuram: In a significant decision aimed at expanding access to financial assistance, the Kerala government led by Chief Minister V. D. Satheesan has increased the annual family income eligibility ceiling for assistance from the Chief Minister’s Distress Relief Fund (CMDRF) from ₹2 lakh to ₹3 lakh.
The decision, announced on October 15, 2026, represents a 50% increase in the existing income threshold and is expected to make more families eligible to apply for financial assistance.
Financial Sanctioning Powers Enhanced
Alongside the income eligibility revision, the state cabinet has increased the financial sanctioning limits for officials processing assistance through the CMDRF portal.
Under the revised arrangement:
Chief Minister: Up to ₹5 lakh
Revenue Minister: Up to ₹1 lakh
Revenue Department Special Secretary: Up to ₹50,000
District Collector: Up to ₹25,000
The revised sanctioning framework is expected to facilitate faster administrative decisions on eligible applications.
₹1 Crore Untied Fund for Each District Collector
The cabinet has also decided to provide an untied fund of ₹1 crore to each district collector to address emergencies.
These funds are intended to improve the ability of district administrations to respond promptly to urgent situations, subject to applicable financial regulations.
With Kerala having 14 districts, the allocation would amount to ₹14 crore if implemented uniformly across all districts.
How Will Families Benefit?
The revised eligibility ceiling could make a meaningful difference to households that previously fell outside the income criterion.
For example, a family with an annual income of ₹2.5 lakh would not have satisfied the earlier ₹2 lakh income ceiling.
Under the new rules, the same family would satisfy the revised income requirement and could apply for assistance, provided all other eligibility conditions are fulfilled.
However, meeting the income criterion does not guarantee financial assistance. Applications will remain subject to verification and the applicable rules governing the relief fund.
Three Major Changes to Kerala’s Relief Assistance Framework
The cabinet decision introduces three significant changes to the state’s relief assistance system.
First, the annual family income ceiling has been raised by 50%, potentially expanding the pool of eligible applicants.
Second, the financial sanctioning powers of senior government officials have been enhanced.
Third, district collectors will receive dedicated untied funds to improve emergency response capabilities.
The measures represent an expansion of Kerala’s financial relief framework under the V. D. Satheesan government, with the potential to benefit more families facing financial hardship.
