IAS Officer Prasanth Alleges Massive Property Fraud and Rule Violation by Jayathilak, Names Ex-Chief Secretary in Cover-up

Kochi: Prasanth IAS, has dropped a bombshell exposé on Facebook, alleging a high-profile case of property fraud, falsification of official records, and grave violation of conduct rules by Dr.Jayathilak. The officer also implicated the then Chief Secretary, Smt. Sarada Muraleedharan, for allegedly burying the fraudulent documents.

The Allegation: False Property Declaration and Unauthorised Business

​The core of the allegation revolves around a piece of land in Cheruvakkal village, which Dr. Jayathilak claimed in his annual property returns (2021-2025) was received from his late father, was barren, and yielded no income, with only one-third share belonging to him.

​Prasanth IAS’s post challenges this claim directly, presenting documentary evidence suggesting Dr. Jayathilak submitted “completely false information” to the government.

  • The Land’s True Origin: The property was allegedly bought in 1987 in the name of Dr. Jayathilak’s mother and was formally taken over by him in 2020 (Document No. 1848, Pattom Sub Registrar Office).
  • The Lease Agreement: Crucially, the land was leased out on January 30, 2021, to Smt. Deepa Kannan to start a joint business establishment (Document No. 4212, Pattom SRO). The document shows a total rent of ₹1,17,373/- plus GST being paid monthly to Dr. Jayathilak, directly contradicting the claim of “no income.”
  • Official Violation: As per All India Services (Conduct) Rules, IAS officers must seek prior permission in Form III under Rule 16(3) for property transactions. The records allegedly show Dr. Jayathilak failed to seek this permission and generated “unauthorised income” while misleading the government.

Rule Violations and Cover-up Claims

​The post meticulously lists several severe breaches of the AIS (Conduct) Rules, 1968, indicating a failure to maintain “absolute integrity” and “devotion to duty.”

  • Rule Breach: Rules 16(2), 16(3), and 16(4) regarding property transactions, and Rule 13 (engaging in unauthorized trade/business and accepting fees) are cited as being “plainly violated.” The officer alleges commercial arrangements were made to gain “pecuniary advantage outside the sanctioned framework.”
  • Implication of Ex-Chief Secretary: Prasanthi IAS also targets the then Chief Secretary, Smt. Sarada Muraleedharan, stating she “accepted and buried this false affidavit without any verification” in 2025. The post sarcastically suggests the Chief Secretary was busy with “Facebook surveillance” to see if anyone was criticizing Dr. Jayathilak, allowing “minor matters like this [to] slip through.”

Satirical Conclusion and Call for Change

​Concluding with a sharp tone of satire, the officer mocks the current disciplinary system.

​”Under no circumstances should Dr. Jayathilak be suspended for accumulating illegal assets… it is not as if he posted a film dialogue on Facebook. This definitely doesn’t warrant a suspension… this is just public money and corruption.”

​The officer vows to continue the exposé, promising “To be continued. Picture abhi baaki hai.”
