Thiruvananthapuram: A significant controversy has erupted in the state administration following the decision of Chief Secretary Dr. A. Jayathilak to convene a meeting to discuss implementing a five-day work week for government offices, despite the Election Model Code of Conduct (CoC) currently being in force.
Critics allege that the move is a clear violation of the CoC and a direct attempt to influence government employees by deliberating a major service benefit just before an election. The action raises the question: Does the Chief Secretary consider himself above the Election Commission?
The Chief Secretary has reportedly scheduled the meeting for the 5th of this month, inviting representatives of all recognized service organizations. Under the Model Code of Conduct, the state administration is prohibited from announcing or discussing any new policy decisions or benefits that could sway voters, especially government staff, during the election period.
The discussion of converting office work to a five-day schedule—a substantial policy matter—without the Election Commission’s prior approval is deemed a violation. This unexpected move by Dr. Jayathilak is likely to escalate into a major political and legal dispute in the coming days.
