Kerala Local Body Polls Declared for Dec 9 & 11; Mattannur Municipality Excluded

THIRUVANANTHAPURAM, November 10, 2025 — The Kerala State Election Commission (SEC) today announced the polling schedule for the upcoming Local Self-Government (LSG) elections across the state, setting the stage for a two-phase electoral battle in December 2025.

​However, a notable exception in the announcement is the exclusion of the Mattannur Municipality from the current election cycle.

​The polls will be conducted in two phases:

  • Phase I (December 9): Elections will be held in the districts spanning from Thiruvananthapuram up to Ernakulam.
  • Phase II (December 11): Polling will cover the districts from Thrissur up to Kasaragod.

​The Reason for Mattannur’s Exclusion

​The decision to omit the Mattannur Municipality in the Kannur district from the 2025 election schedule stems from the unique timing of its last polls.

​According to the records, the last election for the Mattannur Municipal Council took place in 2022. As the ordinary term for the governing body is five years, the tenure of the current council is set to conclude only on September 10, 2027.

​Historically, Mattannur has followed a distinct election cycle, with polls held in 1997, followed by 2002, 2007, 2012, 2017, and most recently in 2022. This pattern confirms that the next election for Mattannur is not due until 2027, explaining its exclusion from the current general LSG polls.

​With the announcement of the election dates, the Model Code of Conduct has come into effect across the state, signaling the formal beginning of the electoral process for all other local bodies. The two-phase schedule is aimed at ensuring smooth conduct and managing resources effectively across Kerala’s vast network of local self-government institutions
