The Union Public Service Commission (UPSC) has officially announced a recruitment notice inviting applications from eligible government officers for the position of Joint Director (Research, Statistics & Analysis). The vacancy is classified as a General Central Service, Group ‘A’, Gazetted, Non-Ministerial post.
The selection will be conducted on a Deputation (Including Short-Term Contract – ISTC) basis for an initial period of 04 years or until further orders, whichever is earlier.

Eligibility Criteria & Qualifications
Officers working under the Central/State Governments, UT Administrations, Universities, Recognized Research Institutes, PSUs, Semi-Government, Statutory, or Autonomous Organizations are eligible to apply.
1. Service Requirements
- Holding analogous posts on a regular basis in the parent cadre/department; OR
- Possessing at least 5 years of regular service in Pay Level-11 (or equivalent) in the parent cadre.
2. Educational Qualification
- Master’s Degree in Statistics, Operation Research, Mathematics, Applied Statistics, or Applied Mathematics / Mathematical Statistics; OR
- Master’s Degree in Economics, Sociology, Psychology, or Commerce with Statistics.
3. Professional Experience
- Minimum 10 years of teaching or research experience, including experience in educational measurement, examination reforms, statistical analysis of recruitment/examination data, or test construction.
Key Responsibilities & Duties
The appointed Joint Director will oversee two primary wings at UPSC: the R&S Section and the R&A Section. Key duties include:
- Planning, designing, and conducting statistical research projects on UPSC recruitments and examinations.
- Supervising the collection, compilation, and analysis of data for official write-ups on Civil Services, IFS, and Engineering Services Exams for inclusion in UPSC’s Annual Report.
- Managing the database of candidates debarred/blacklisted by UPSC and State Public Service Commissions.
- Overseeing verification processes for direct recruitment recommendations and redeployment of surplus officers.
- Providing technical guidance to Deputy Directors and handling administrative oversight across research wings.
