
Thiruvananthapuram: In a major move to consolidate the support of the state’s massive workforce ahead of the April 9 Assembly elections, the Congress-led United Democratic Front (UDF) has unveiled an election manifesto packed with “employee-friendly” guarantees. The front has pledged to settle all long-pending financial dues and address systemic grievances of over five lakh government employees and an equal number of pensioners.
The manifesto, released by Leader of Opposition V.D. Satheesan, identifies the clearance of Dearness Allowance (DA) and Dearness Relief (DR) arrears as its top priority.
The ₹1 Lakh Crore Commitment
The UDF highlights that government employees and pensioners are currently owed nearly ₹1 lakh crore in accumulated arrears. “The UDF is committed to protecting the rights of employees. We will ensure the time-bound distribution of all pending benefits, including the DA and DR arrears that have been stalled for a long period,” stated V.D. Satheesan.
Key Highlights for Employees & Pensioners:
Settlement of Arrears: A strict time frame will be established to disburse all pending financial benefits to serving and retired staff.
NPS Reform: Acknowledging the widespread anxiety surrounding the National Pension System (NPS), the UDF promised to "favourably modify" the scheme. The manifesto suggests adopting successful models from other states to ensure better social security for those joined after 2013.
MEDISEP Revamp: The current health insurance scheme, MEDISEP, has faced criticism for limited hospital empanelment. The UDF vows to transform it into a comprehensive insurance plan, increasing the coverage amount and bringing more private hospitals under its wing.
Regular Salary Revisions: The manifesto guarantees that salary and pension revisions will be conducted strictly every five years, ensuring pay scales keep pace with inflation.
Housing Loan Boost: To support the middle-class aspirations of government staff, the ceiling for state-sponsored housing loans will be significantly raised.
Political Significance
The government employee vote bank is considered a decisive factor in Kerala’s “swing” constituencies. By addressing the specific financial grievances—many of which were focal points of recent strikes against the LDF government—the UDF aims to flip a demographic that has historically been divided.
This announcement comes alongside other major “guarantees” like the ₹25 lakh Oommen Chandy Health Insurance Scheme and an increase in welfare pensions to ₹3,000, setting the stage for a high-stakes electoral battle between the UDF and the incumbent LDF.
