Thiruvananthapuram : In a significant move towards fulfilling a major election promise of the United Democratic Front (UDF), Kerala Chief Minister V.D. Satheesan has earmarked ₹10 crore for the preliminary implementation of the Oommen Chandy Health Insurance Scheme.
The allocation was included in the supplementary demands for grants recently presented before the Kerala Legislative Assembly.
The proposed scheme aims to provide comprehensive health insurance coverage of up to ₹25 lakh per family, extending financial protection against medical expenses to households across Kerala.
The UDF had promised the initiative during its election campaign, presenting it as a major component of its healthcare and social security agenda.
Chief Minister Satheesan had also announced funding for the scheme in the revised Kerala Budget for 2026–27. The latest provision in the supplementary demands for grants represents another step towards operationalising the programme.
What Is the Oommen Chandy Health Insurance Scheme?
The Oommen Chandy Health Insurance Scheme is a proposed universal health insurance programme designed to protect families in Kerala from the financial burden of expensive medical treatment.
Named after former Kerala Chief Minister Oommen Chandy, the initiative seeks to extend health insurance protection to every family in the state.
Unlike schemes primarily targeted at economically disadvantaged households, the proposed programme aims to provide broader coverage with minimal income-based restrictions.
The government’s objective is to make quality healthcare more accessible while reducing the risk of financial hardship arising from major illnesses and hospitalisation.
₹25 Lakh Health Coverage for Every Family
One of the most ambitious features of the proposed scheme is its target of providing health insurance coverage of up to ₹25 lakh per family annually.
The programme is expected to offer financial protection against costly medical treatment, including complex surgeries and major hospitalisation expenses.
For families facing substantial medical bills, the proposed coverage could significantly reduce out-of-pocket expenditure.
What Will the Initial ₹10 Crore Be Used For?
The ₹10 crore allocation is intended to support the preliminary work required to establish the scheme.
This includes preparation of the detailed project report and other groundwork necessary to determine the insurance structure.
A Healthcare Initiative Named After Oommen Chandy
The decision to name the programme after former Chief Minister Oommen Chandy gives the initiative additional political and social significance.
Oommen Chandy was widely associated with public outreach and efforts to address the immediate concerns of ordinary citizens.
The UDF government has positioned the proposed health insurance scheme as a continuation of that people-centred approach to governance.
For Chief Minister V.D. Satheesan, the programme also represents an opportunity to translate a major electoral commitment into a statewide healthcare initiative.
