The Union Public Service Commission (UPSC) has released an official vacancy circular inviting applications from eligible government officials for the post of Senior Reception and Protocol Officer. The recruitment drive aims to fill 02 vacant posts classified under General Central Service, Group ‘B’ (Non-Gazetted, Non-Ministerial).
The appointments will be made on a Deputation (Including Short-Term Contract – ISTC) basis for an initial duration not exceeding three years. Successful candidates will be posted at the UPSC headquarters at Dholpur House, Shahjahan Road, New Delhi.
Key Highlights & Salary Scale
Selected officers will draw salary under Level-6 of the 7th CPC Pay Matrix (₹35,400 – ₹1,12,400). Pay and terms of deputation will be regulated in accordance with the Department of Personnel and Training (DoPT) guidelines under O.M. No. 6/8/2009-Estt. (Pay-II) dated 17.06.2010, as amended from time to time.

Eligibility Criteria & Qualifications
To be eligible for this central deputation opportunity, candidates must fulfill the following service and academic requirements:
Service Experience
Applicants must be officers working under the Central Government, State Governments, Union Territory Administrations, Universities, Recognized Research Institutes, Public Sector Undertakings (PSUs), or Autonomous/Statutory Organizations:
- Holding analogous posts on a regular basis in their parent cadre or department; OR
- Possessing at least six years of regular service in Level-5 (₹29,200 – ₹92,300) or equivalent in the parent department.
Educational & Technical Qualifications
- Educational Qualification: A Bachelor’s Degree in any discipline from a recognized university or institute.
- Work Experience: Minimum one year of experience in work related to reception, protocol, or both.
- Age Limit: The maximum age limit for appointment on deputation shall not exceed 56 years as on the closing date of application receipt.
Key Roles & Operational Responsibilities
The Senior Reception and Protocol Officer plays a central role in managing administrative, protocol, and security interface operations at Dholpur House. Key duties include:
- Receiving, escorting, and assisting foreign delegates, experts, and advisors invited by the Commission.
- Managing seat and table allocations for candidates attending interviews and Personality Test (PT) Boards.
- Overseeing travel arrangements, reservations, and accommodation logistics for official visits.
- Issuing daily visitors’ passes, temporary passes, and permanent identity cards to UPSC officers and fresh entrants.
- Preparing specialized passes for advisors, experts, and issuing pensioner identity cards to former Chairmen and Members of the Commission.
- Coordinating pass intimations with Central Industrial Security Force (CISF) personnel stationed at entry checkpoints.
- Maintaining official files, issuing No Objection Certificates (NOCs), and submitting quarterly reports to the Ministry of Home Affairs (MHA) and Hindi Branch.

- Vigilance Clearance Certificate.
- Statement of major/minor penalties imposed during the last 10 years (or a ‘NIL’ penalty certificate).
- Attested photocopies of Annual Confidential Reports (ACRs/APARs) for the last 5 years (2019-20 to 2023-24), attested on each page by an officer not below Under Secretary rank.
