8th Pay Commission News: Bharat Pensioners’ Samaj Demands ₹45,000 Minimum Pension, 3.83 Fitment Factor, and 67% Pension Rate

NEW DELHI — In a major financial development impacting millions of senior citizens across India, a high-level delegation of the Bharat Pensioners’ Samaj (BPS) has officially submitted a detailed memorandum of demands to the 8th Central Pay Commission (CPC). Representing the interests of nearly one million central government pensioners and family pensioners, the prominent apex body has called for a radical overhaul of the current retirement payout structure, proposing a minimum basic pension of ₹45,000 per month along with an ambitious 3.83 fitment factor.

The official interaction took place at the Pay Commission’s headquarters in the Chanderlok Building on Janpath, New Delhi. Led by BPS President Shri R.K. Chauhan and Secretary General Shri Avinash Rajput, the delegation delivered a high-impact PowerPoint presentation before the panel members. The primary goal: offset the severe erosion of purchasing power caused by cumulative inflation and establish a sustainable social security net for India’s aging civil service workforce.

The Push for 5.2 Weighted Family Units and ₹69,000 Minimum Basic Pay

At the center of the BPS submission lies a revised socio-economic calculation model. The organization has urged the 8th Pay Commission to adopt a 5.2 weighted family unit model to determine baseline wages, expanding upon the traditional three-unit formula historically utilized by past panels.

Under this recommended 5.2 unit breakdown, weightage is distributed across three generations:

  • 1.0 unit for the primary employee
  • 1.0 unit for the spouse
  • 0.8 units each for two dependent children (1.6 total)
  • 0.8 units each for two dependent elderly parents (1.6 total)

By factoring in the financial burden of caring for aging parents alongside immediate dependents, BPS argues that the baseline minimum basic pay must be fixed at ₹69,000 per month, supported by a uniform 3.83 fitment multiplier.

Complete Overview: Key Pension Demands Submitted to 8th CPC

The memorandum presents a multi-tiered structural reform spanning basic payouts, inflation protection, medical allowances, and commuted pension rules.

Key Reform CategoryCurrent Standard (7th CPC)Proposed Standard (8th CPC Demand)
Minimum Basic Pay₹18,000 / month₹69,000 / month
Minimum Basic Pension₹9,000 / month₹45,000 / month
Pension Rate (% of Last Pay)50% of last drawn basic pay67% of last drawn basic pay
Family Pension Rate30% of last drawn basic pay50% of last drawn basic pay
Fitment Factor Multiplier2.57x3.83x
Pay & Pension Revision CycleEvery 10 yearsEvery 5 years
Commutation Restoration15 years11 years (or age 71)
Fixed Medical Allowance (FMA)₹1,000 / month₹5,000 / month

Higher Pension Rates and 5-Year Pay Revisions

Currently, retired central government employees receive 50% of their last drawn basic pay as a monthly pension, while family pensioners receive 30%. BPS has formally requested raising these percentages to 67% for basic pension and 50% for family pension.

Furthermore, to prevent long-term wage compression and reduce financial lags, the body has demanded that pay scale and pension revisions occur every 5 years, abandoning the decades-old 10-year cycle.

To protect retirees against continuous economic volatility, BPS also proposed:

  1. Quarterly DA/DR Adjustments: Calculating Dearness Relief (DR) quarterly based on three-month rolling averages with point-to-point inflation compensation.
  2. Automatic DR Merger: Automatically merging Dearness Relief into the basic pension whenever accumulated DR crosses the 25% threshold.
  3. Full Pension Parity: Ensuring complete parity between retirees who exited service prior to January 1, 2026, and those retiring after the 8th CPC implementation date.

Early Restoration of Commuted Pension & Age-Graded Benefit Hikes

Under current central government rules, employees who commute a portion of their pension upon retirement must wait 15 years for its full restoration. The BPS submission urges the Pay Commission to reduce this recovery window to 11 years (or upon reaching 71 years of age) for employees retiring at age 60. The organization cited faster interest recovery rates and updated actuarial life-expectancy statistics to justify the 4-year reduction.

In addition, BPS requested earlier activation of age-based supplementary pensions. Instead of waiting until age 80 to receive additional relief, the group proposes initiating additional pension payouts starting at age 65, stepping up progressively in 5-year slabs.

Healthcare Upgrades and Inclusion of BSNL Pensioners

Recognizing medical treatment as the single largest out-of-pocket expenditure for elderly citizens, BPS laid down crucial health welfare demands:

  • Fixed Medical Allowance (FMA) Hike: An increase from ₹1,000 to ₹5,000 per month for retirees living in non-CGHS (Central Government Health Scheme) covered areas.
  • Cashless Healthcare Network: Universal, cashless hospital care across the country alongside CGHS expansion in tier-2, tier-3, and rural regions.
  • BSNL and Autonomous Bodies: Immediate resolution of lingering pension parity issues for BSNL pensioners and simultaneous extension of all 8th CPC benefits to statutory and central autonomous bodies.

Strategic Significance for 1 Crore Beneficiaries

Established in 1955 and recognized by NITI Aayog and the Department of Pension & Pensioners’ Welfare, the Bharat Pensioners’ Samaj carries substantial advisory weight through its representation on the Standing Committee of Voluntary Agencies (SCOVA).

With the 8th Central Pay Commission actively evaluating submissions across multiple employee federations and pension bodies, these proposals mark a pivotal milestone. If accepted, the recommended January 1, 2026 effective date would deliver transformative relief to over 69 lakh pensioners and millions of serving central employees nationwide.

Arjun Ayanki Nabbed in Kannur After High-Voltage Police Manhunt

0

KANNUR: Following an intense, multi-day statewide search, history-sheeter Arjun Ayanki was taken into custody by the Kerala Police early Sunday morning from an apartment in Kannur Town.

Auto Driver’s Alert Tip-Off Leads to Arrest

The breakthrough came after Ayanki arrived in Kannur on Saturday afternoon and hired an auto-rickshaw to reach a lawyer’s residential flat. Becoming suspicious of his passenger, the alert auto-rickshaw driver immediately tipped off local authorities.

Police quickly cross-referenced CCTV footage around the area to confirm his identity. Under the direct supervision of Kannur City Police Commissioner Vijay Bharat Reddy, a special police force cordoned off the building around 2:30 AM and apprehended Ayanki as he attempted to flee.

Background & Charges

The police crackdown intensified after Ayanki issued derogatory voice clips and open threats against the Kothamangalam and Oonnukal Station House Officers via Instagram and Facebook. Despite the Kerala High Court dismissing his anticipatory bail application, Ayanki remained in hiding while posting videos daring the police force and targeting Home Minister Ramesh Chennithala.
Prompted by his public defiance, a Special Investigation Team (SIT) was formed to track him down. Prior to Ayanki’s arrest, the police had already detained his brother, Akhil Ayanki, along with several key associates for harboring him and aiding his escape.

Arjun Ayanki previously came under severe public scrutiny for his alleged involvement in the 2021 Karipur gold smuggling ring and faces multiple charges across various stations, including kidnapping, attempted murder, and criminal intimidation.
