UGC Cracks Down on EdTech Platforms and Red-Flags 32 Fake Universities

In a decisive push to safeguard students from predatory educational practices, the Ministry of Education and the University Grants Commission (UGC) have initiated strict regulatory enforcement against EdTech companies offering fraudulent online degrees.

Presenting a written statement in the Rajya Sabha on August 5, 2026, Minister of State for Education Dr. Sukanta Majumdar disclosed that several EdTech entities have been aggressively advertising online degrees and diplomas in Open and Distance Learning (ODL) modes via mainstream news, television, and social media channels. These promotions often claim alliances with UGC-recognized Higher Educational Institutions (HEIs).

The regulatory authority made it explicitly clear that franchise arrangements between EdTech platforms and universities are strictly prohibited under current statutory frameworks. Consequently, any degree or diploma earned through such commercial arrangements remains completely unapproved and legally invalid for employment or higher education.

  1. Show-Cause Notices: Upon receiving complaints regarding an unauthorized institution awarding degrees, the UGC dispatches a formal query requesting legal explanation.
  2. Evaluation & Blacklisting: If the entity fails to submit a satisfactory legal justification, its name is immediately added to the public register of fake universities on the UGC portal (ugc.gov.in).
  3. AMPC Oversight: The statutory enforcement is managed by the Anti-Mal-Practice Cell (AMPC), established on May 30, 1996. The cell focuses specifically on curbing bodies functioning in direct violation of the UGC Act, 1956.

Directives Issued to States: Police Action and Legal Closures

To enforce accountability on the ground, the Ministry of Education has escalated the matter to State Governments and Union Territory administrations. Because education falls on the Concurrent List, local law enforcement plays a pivotal role in shuttering illegal operations.

The central government has formally requested Chief Secretaries across all states to initiate criminal proceedings and file First Information Reports (FIRs) against entities misrepresenting themselves as universities or selling fraudulent academic credentials. State authorities have also been instructed to identify and report any previously undetected unaccredited institutions to the UGC.

  • Avoid Franchise Deals: Remember that EdTech platforms can only act as technology providers; they cannot grant degrees directly or run white-label degree courses on behalf of universities.
  • Consult the Blacklist: Cross-reference the institution’s name with the UGC’s updated public registry of fake universities.
