CHANDIGARH: In a development that has sent shockwaves through the Haryana administrative circles, the widow of a senior Indian Police Service (IPS) officer, who allegedly died by suicide earlier this week, has lodged a formal complaint naming the state’s Director General of Police (DGP) Shatrujeet Singh Kapur for abetment to suicide.
IAS officer Amneet P Kumar, wife of the late IPS officer Y Puran Kumar, submitted an emotional and detailed complaint to the Chandigarh police, demanding an FIR be filed under provisions including the SC & ST (Prevention of Atrocities) Act and BNS Section 108 (Abetment to Suicide). She also sought the arrest of DGP Kapur and Rohtak SP Narendra Bijarnia, alleging they were collectively responsible for her husband’s death.
In her complaint, Ms. Kumar stated that her husband, an officer of “unimpeachable integrity,” endured “years of systematic humiliation, harassment, and persecution” by powerful superiors, specifically alleging that the DGP was the primary tormentor. She claims this persecution was driven by caste discrimination due to her husband’s Scheduled Caste background.
The complaint alleges that a conspiracy was actively being orchestrated under DGP Kapur’s direction to “falsely frame” the deceased officer in a “frivolous complaint.” This alleged plot involved a recent FIR registered in Rohtak against one of her husband’s former staff members, which she believes was an attempt to eventually implicate Puran Kumar himself.
Eight-Page Suicide Note Recovered
Ms. Kumar confirmed that an eight-page suicide note, described as a “document of a broken spirit,” was recovered by police and CFSL experts. The note is said to reveal the names of several officers whose “relentless actions drove him to the edge.”
The widow highlighted that her husband had repeatedly complained of caste-based exclusion, humiliation, and had invoked the protection of the SC/ST Act, but his pleas were consistently ignored.
While the DGP’s office has yet to respond to the allegations, Rohtak SP Narendra Bijarnia told the media that the officer was neither named as an accused nor summoned by the Rohtak police in the extortion case. He expressed faith in the ongoing probe by the Chandigarh police regarding the complaint against him.
Demanding justice for her family, the IAS officer stressed that the DGP and SP must be arrested, fearing their positions of power could be used to tamper with evidence and influence witnesses in this sensitive case.
