​”Targeting Minorities”: Kerala LoP VD Satheesan Urges PM Modi to Withdraw “Draconian” FCRA Amendments

Thiruvananthapuram: Leader of the Opposition (LoP) in the Kerala Assembly, V.D. Satheesan, has written a formal letter to Prime Minister Narendra Modi, expressing grave concerns over the proposed amendments to the Foreign Contribution (Regulation) Act (FCRA). Satheesan alleged that the new provisions are designed to target minority communities and would push charitable organizations into a state of extreme vulnerability.

In his letter, the senior Congress leader emphasized that the amendments would disproportionately affect institutions working in the education, healthcare, and social service sectors. He argued that the legislation, in its current proposed form, creates an atmosphere of insecurity for organizations that have historically contributed to nation-building.

Key Concerns Raised:

  • Asset Seizure Provisions: Satheesan highlighted a specific clause that empowers the Central Government to take control of an organization’s assets if its FCRA license renewal is delayed or denied. He termed this “undemocratic,” noting that technical delays or administrative hurdles should not lead to the government seizing properties built over decades of service.

Targeting Minorities: The LoP pointed out that minority-run institutions are particularly anxious. He stated that the amendments impose an “excessive administrative burden” intended to stifle the functioning of these groups under the guise of regulation.

Threat to the Social Sector: By treating every non-governmental organization (NGO) with suspicion, the government is effectively dismantling the voluntary sector. This, he warned, would eventually deprive the poorest sections of society of essential aid and services provided by these foundations.
